Unless you are unable to install any Updates then Windows Update doesn't need to be repaired, it's just the one Update which if you try to manually install from Updates catalog and it still fails, you need to uninstall it in Update History or by running System Restore, then immediately run Hide Updates tool to find and hide the update before it reinstalls again:
https://www.tenforums.com/tutorials/8280-hide-s..., Install this now so you are ready.

Then you can try reinstalling it in a month or two, or wait until it's rolled into the next Feature Update when the problem usually doesn't repeat.

I have helped others do this thousands of times in Windows 10 and never had any problems result.

Hi Greg, thanks for the help. Right now I have Disabled the update service so I can use the machine. I turned it on and did a manual check for updates. I was able to use your tool to find and hide the update and will try a reboot now.

I think there has to be some kind of conflict. I have the .msu file downloaded, are there any log files from the install that I can check?

Well, I guess I wasn't fast enough because the update downloaded and started installing before I could hide it. I had to go through the double reboot process to recover. That process restores the update history so the problematic update doesn't show up to hide; a manual check for updates is needed. Update starts installing right after a download and the hide tool takes longer than that to show the update in the list.

Did you try all of the fixes, and are any working?

Are you able to System Restore to a point well before the Update, or uninstall it, and then immediately run Hide Updates tool to find and hide it? This works for most.

In addition to those steps if you need a break you can turn off Updates by the only stable method here:

I would periodically turn them back on to get important Security and Quality Updates. Then manually install the Version Upgrades twice a year from the Media Creation Tool which is the most stable method anyway, and includes all previous Updates rolled in. http://windows.microsoft.com/en-us/windows-10/m...

If there is outright dysfunction with Windows Updates besides this one then we can repair Windows Update. Let me know.

I did not try them all yet but nothing has worked. I don't think its an Update problem but rather the update changes themself because other updates have installed fine during this time.

I opted to be notified of updates and to use your suggested tool to hide the bad one. I have update on so I can monitor and choose which ones to install and when. I want to backup including taking an image just in case before I install any update.

Yes, I created multiple system restore points on a working system before updating. The auto rollback reboots perform an uninstall automatically for the bad update.

I had the same issue.

After running Windows Update troubleshooter without it finding anything, this method from the year 2015 was automatically suggested. I tried Method 2 on the page and it worked.

After entering the PowerShell commands, the update started from scratch. I considered that a good sign. This update was unusually slow on my three Windows 10 (i5 & i7 with 8-32 Gigs of RAM and a fast internet connection) computers. In my experience, you should expect the install to get hung up on 20% for quite a while before it proceeds further. The process probably took 2 hours on each of my computers.

I let it run overnight twice and it never finshed the update and that was with a manual dowload. This has not happened before on this machine and its a fast machine too with 16 GB ram and an SSD. I have tried the 2 methods from your link and they did not work. For me, and it appears others, this is a problem with the update itself not the window's process. Thanks for the info and help.
